An integral component of any effective compliance program is employee screening. The OIG's compliance guidance for clinical laboratories requires all labs to screen employees to ensure they are not debarred, excluded, or otherwise unable to participate in federally funded health care programs. In addition, many laboratories screen customers. Screening customers may help prevent the laboratory from submitting any claims to federally funded health care programs for tests or services ordered by excluded individuals. Such claims are not payable and represent violations of the Civil False Claims Act.
