Editor's Welcome: As we discussed last week, the Protecting Access to Medicare Act of 2014 (PAMA) adds a new section to the Social Security Act, which will radically change how CMS sets reimbursement rates for clinical laboratory tests. This newly created legislation sets forth a new market-based payment system for all laboratory tests presently paid from either the Medicare Clinical Laboratory Fee Schedule or the Medicare Physician Fee Schedule. While PAMA is quite specific concerning many aspects of the market-based system, many other aspects will need to be more specifically defined in upcoming regulations.
