Last week, we presented a CodeMap® TeleConference concerning the regulatory issues that affect hospital outreach programs. It was no surprise that a majority of the questions posed by participants following the teleconference concerned the Medicare program's direct billing rules, in particular the definitions of hospital outpatients and nonpatients. These definitions are important because the distinction ultimately determines when, or if, a hospital must bill for referred testing. In addition, I have received a significant number of email inquiries in the past week concerning the same definitions. This week, we will revisit this issue once more, and offer a potential solution designed to bring greater clarity to the ongoing confusion.
